District Scout Council

This page will help you to learn more about how the Scout District is managed.

Keighley Scout District is led by the District Commissioner and her team (sometimes call the District Team) and managed by the District Executive Committee.

The District Scout Council is the electoral body which supports Scouting in the District. It is the body to which the District Executive Committee is accountable.

All adult members and associate members are part of the District Scout Council, as well as all Scout Network Unit members, Explorer Scouts and Explorer Scout's parents.

The District Scout Council received reports of the District at the Annual General Meeting. They are the electoral body which establishes the Executive Committee and must support and challenge the governance of the District in order to ensure that Scouting is at its very best for the Young People in our District.

What's your role in scouting?
My main role in scouting is Cub leader at 2nd Riddlesden cubs.

What do you think is the best thing about Scouting?
I think the best thing about scouting is the opportunities that it gives young people to experience new things and to develop personally. Also Scouting is inclusive, it is a "movement" so is always progressing and changing with the times, and as it is youth led the young people get a "voice".

Why do you think we need an Executive Committee?
Executive committees are needed to support scout groups (or districts) and are responsible for the management, finance, health and safety issues, fund raising etc of the scout group (or district) so that the leaders can focus on ensuring the best experience for the young people.
What's your role in scouting?
  • Member of the Keighley Scout Service Network
  • (last year) Member of the Keighley District Executive
  • Occasional Helper with 3rd Bingley

  • What do you think is the best thing about Scouting?
The great thing about Scouting is that it is not limited to one ‘best thing’.  It defies a world where everything must be labelled and compartmentalised and reduced to a ‘soundbite’.  At its best, Scouting can potentially give each person what they need at any specific moment of their growth.  And this – while still based on the same values-based structure – can differ massively for each individual, responding to the person’s age, their nature, their upbringing, their scout community and the needs of the wider society…  Perhaps uniquely, Scouting provides a global-scale influence that affects each individual member personally.

Why do you think we need an Executive Committee?
  • To free the leaders and helpers from the administration that would otherwise prevent or limit their ability to deliver great Scouting.
  • To provide support for the role of DC to develop the district in line with the values of Scouting and POR.
  • To manage aspects of recruitment, leader support, finances, etc.
  • To understand the nature of a voluntary organisation and work with both the benefits and limitations of this.
  • What's your role in scouting?
I joined the scouting movement 5 years ago as Group Scout Leader for 6th Keighley (Oakworth).

What do you think is the best thing about Scouting?
I have seen first hand, through my daughter being in scouts, the difference the movement can make to young people.  It offers a distinctive alternative to other youth organisations and provides experiences, values and friendships which have a lasting impact on its members.

Why do you think we need an Executive Committee?
To ensure the district organisation fulfils its legal obligations, is run in a fair and consistent manner to the benefit of all groups and to help provide larger scale events for groups to participate in.
